On December 16, 2019, the Party General Branch of ZhongYin Law Firm held an enlarged meeting to organize a study on the spirit of the Fourth Plenary Session of the 19th National Congress of the CPC. More than 60 party members, partners and employee representatives of ZhongYin participated in the study.

At the meeting, the participants believed that the Fourth Plenary Session of the 19th National Congress of the CPC was an epoch-making and milestone conference held in the crucial period of the decisive campaign to build a well-off society in an all-round way and realize the great rejuvenation of the Chinese nation after 70 years of governance of the party. Xi Jinping delivered an important speech at the plenary session, raised a series of new ideas, assertions and requirements, and deepened the understanding of the laws of socialism with Chinese characteristics, which reflected the far-sighted strategic vision and strong awareness of the historical mission of the Party Central Committee, represented a major development of Marxist state system construction and state governance theory, and provided scientific guidelines and basic principles for adhering to and improving the socialist system with Chinese characteristics and promoted the modernization of the state governance system and governance capabilities. At the plenary session, the participants comprehensively summarized the obvious advantages of the socialist system and the state governance system with Chinese characteristics, clarified the overall goals and requirements for adhering to and improving the socialist system with Chinese characteristics and promoting the modernization of the state governance system and governance capabilities, and indicated the direction for achieving the “two centenary” goals and the great rejuvenation of the Chinese nation.

At the meeting, the participants emphasized the need to thoroughly study the spirit of the Fourth Plenary Session of the 19th National Congress of the CPC and put such spirit in place with actions. As legal professionals, our top priority is not only to learn advanced experience, but also and more importantly, based on national conditions, to enhance the “Four Consciousnesses”, keep “Four Matters of Confidence”, and safeguard “two positions”, and combine the education on the theme of “Remain true to our original aspiration and keep our mission firmly in mind” with the party building work and the practice development of the firm. As contemporary lawyers, we should actively play our role as lawyers and demonstrate our skills in realizing the rule of law and modernization of grassroots governance; vigorously carry forward the spirit of the rule of law, unite the lawyer community to form strong cohesive force, and make due contributions to the comprehensive promotion of the state governance by law. All lawyers, especially the party-member lawyers, must give full play to their roles as pioneers and models, deeply understand and accurately grasp the essence of the spirit of the Fourth Plenary Session, really align their ideas and actions with the decisions made at the Fourth Plenary Session, and effectively study and implement the Spirit of the Fourth Plenary Session of the 19th National Congress of the CPC, so as to provide the clients with high-quality legal services and promote the healthy development of the lawyers profession in a more efficient way.

At the meeting, the participants decided that the firm would further promote the integration of party building and the practice development, establish and improve the party building charter and mechanism; give full play to the political functions of the party organization in the decision-making and management of the firm, and promote the firm building with the party building; and prepare for the establishment of the “Intra-Party Regulations Research Center of ZhongYin Law Firm”, so as to improve the party building work of the firm.

ZhongYin Law Firm established its party general branch in June 2008. Now, it has seven party branches and one joint party branch and more than 200 party members, and is preparing to establish a party committee.
